Where the best diving in Malaysia is
Sipadan, and it is not a debate any working dive guide in the country would have with you. Malaysia’s only oceanic island holds more marine life per hectare than anywhere else in the region — resident turtles by the dozen, a barracuda tornado, reef sharks on every wall dive, schooling bumpheads at dawn — inside a permit system that keeps it that way. Everything else in Malaysia is measured against it.

A remote atoll off the west coast known for hammerhead schools in a short spring season. Genuinely excellent when it delivers; a single-resort, weather-dependent destination with a narrow window and no macro to fall back on when the pelagics do not show.
Warm, easy, cheap and close to KL — the right place to learn to dive or to take a family. Coral cover and fish life are a tier below Sabah, visibility is more variable, and the monsoon closes them from November to February. Good diving; not the diving you cross the world for.
Worthwhile weekends for Malaysian divers building experience. Not destinations for a once-a-year trip.

Which is right for you
