Check requirementsAdvanced Open Water is mandatory at Sipadan and no operator will bend it. But the fix is straightforward, and the diving you can do without it is better than most people expect.
Since October 2022, Sabah Parks has required Advanced Open Water or equivalent to dive Sipadan. This is checked at the jetty by rangers, not negotiated at the resort, and there is no exception for experienced Open Water divers with hundreds of logged dives.
The reasoning holds up. Sipadan is open-ocean wall diving with sites to 40 metres and currents that change within the hour. Open Water certifies you to 18 metres in conditions you can ascend directly from. Neither applies here.
If an operator suggests they can get you around it, that operator is risking their licence, which tells you what to expect from their safety practices generally.
Advanced Open Water at home costs less than resort rates in most countries, and it gives you time to build logged dives before the trip. Every day at Mabul then becomes a diving day rather than a course day. If your trip is more than two months out, do this.
Every operator in the area runs AOW on demand — it is the most commonly sold course on Mabul precisely because of this rule. Expect RM1,200 to RM1,600 and two diving days. Book a 6D5N package so the course fits on days two and three and leaves both permit days intact. On a shorter package the course eats the diving you came for.
Open Water divers can dive both without restriction, and this is not a consolation prize. Mabul is among the best macro diving in the world and Kapalai's shallow sandbar is exceptional. A Mabul package from RM2,390 also costs considerably less. If Sipadan is not the entire point of the trip, this works.
The combination most beginners should book. Get Open Water and Advanced certified at home, then book 6D5N. You arrive qualified, dive Sipadan twice, and spend three days on one of the world's great macro reefs. That is the trip.
The card is the legal requirement. Competence is a separate question, and Sipadan is a demanding destination for a newly certified Advanced diver.
You will be fine if you have 20 or more logged dives, are comfortable in open water away from a bottom reference, can hold a safety stop without a line, and have dived in some current before. Guides will place you on Drop Off, Coral Garden, White Tip Avenue and Turtle Patch — all of which are excellent.
You will struggle if your dives have all been on calm house reefs, your buoyancy is still developing, or your gas consumption is high. Barracuda Point and South Point will not be offered to you, and the wall's lack of depth reference catches out inexperienced divers who descend further than intended without noticing.
Build dives before you come. Ten local dives in the months before the trip will do more for your experience of Sipadan than any equipment purchase. Arrive current, not rusty — if your last dive was over a year ago, budget for a refresher.

Dive Mabul and Kapalai without restriction, snorkel Sipadan with a permit, or upgrade on site. Mabul alone is worth the trip for macro.
